European Commission project portfolio analyses point to a practical challenge for the coming Circular Economy Act: circular markets do not operate through one rule. Procurement, producer responsibility, recycled content, end-of-waste criteria, product data, and reverse supply chains must connect across sectors and borders.

What the policy changes

The research portfolio organizes evidence around circular public procurement, extended producer responsibility, recycled and bio-based content, end-of-waste criteria, electronic waste, and recovery of critical raw materials. This places market formation and material circulation inside the policy design problem.

Rather than presenting one universal instrument, the portfolio identifies several points where public rules influence demand, product obligations, material status, and recovery. The Act will have to make those instruments mutually reinforcing.

How implementation works

Regulatory fragmentation is identified as a constraint because firms and authorities must operate across rules that do not always align. Harmonized end-of-waste criteria would reduce one barrier by clarifying when recovered material can re-enter economic use.

Limited data interoperability and insufficient cross-border coordination create a second interface problem. Material circulation depends on information moving with products and recovered resources between organizations and jurisdictions.

Institutional implications

Life-cycle-based extended producer responsibility makes obligations follow products beyond the point of sale. Procurement tools can then create demand for circular characteristics, but both mechanisms require consistent definitions and usable evidence.

Digital Product Passports and territorially grounded policies connect product information with local implementation. Integrated reverse supply chains for critical raw materials extend that connection into collection, processing, and renewed industrial use.

What to watch

The first test is whether the Act reduces friction between procurement, producer obligations, data systems, and material-status rules. Progress will appear as transactions that can cross institutional and national boundaries with less ambiguity.

The governance outlook depends on interoperability: policy can set circular objectives, but markets need compatible rules, records, and return pathways. The project evidence is most useful where it turns that systems requirement into enforceable operating conditions.
