China’s adopted HFC allocation scheme keeps national quota totals unchanged for 2027 while specifying how companies obtain and adjust their allowances. The design combines a climate-weighted national limit with controls on individual substances and uses.

China’s 2027 HFC quota scheme keeps the national quantity limits at their 2026 levels while providing rules for company allocations and adjustments. Issued in October, the scheme covers 18 hydrofluorocarbons and gives producers and importers a defined route through which next year’s permitted supply is allocated. It is an annual control decision, rather than a report of emissions already avoided.

One National Limit, Several Supply Routes

The scheme uses carbon-dioxide-equivalent quantities for the national limits. Controlled-use production is set at 1.853 billion tonnes of CO2 equivalent, domestic-use production at 895 million and imports at 10 million. The domestic production and import allocations together serve the use-control objective, while the production limit governs a different part of the supply calculation.

This distinction prevents a misleading comparison between the production ceiling and domestic consumption. Not all production belongs to the domestic-use allowance. Keeping the categories separate gives the regulator a way to control both manufacturing and supply for use within the country without treating them as the same quantity.

Carbon-dioxide-equivalent accounting also makes the choice of substance consequential. A tonne of one HFC cannot simply be exchanged for a tonne of another while assuming the climate-weighted total remains unchanged. The national accounting unit is designed to retain that distinction.

Company Allocations Carry Substance-Specific Conditions

At company level, controlled-use production and domestic-use production quotas are allocated by substance in tonnes. Import quotas use carbon-dioxide-equivalent quantities. The scheme broadly carries forward companies’ 2026 entitlements after permanent adjustments, while allowing a specified additional allocation for HFC-236fa used as an electronic specialty gas.

Adjustment rules preserve boundaries inside the national total. Cross-substance adjustments must not increase total carbon-dioxide equivalence or change the use category. The scheme also limits increases for particular substances and excludes HFC-23 from adjustment. A company’s ability to change its mix therefore comes with conditions rather than a general permission to substitute freely.

That design allows demand to change without making every movement an expansion of the national ceiling. For a producer, the relevant question is both how much allowance is held and which substance and use it permits. For a buyer, a supplier’s available production capacity does not by itself establish the amount it is allowed to supply under the quota rules.

Annual Permissions Need Records Beyond the Factory

The October notice required the relevant 2027 applications by October 31, 2026. The scheme provides subsequent adjustment procedures and verification of quota execution. Submitting an application should not be confused with receiving the allowance: the ministry reviews applications and issues quotas to qualifying companies.

A separate ministry explanation of the wider management regime describes controls extending through production, sale, use, maintenance, retirement, recovery, recycling and destruction. Different activities face quota or filing requirements, with original records and data reporting forming part of oversight. These wider rules make the annual allowance more traceable as material moves between businesses.

The practical relationship is between permission and evidence. An allocation defines an allowed activity; records help establish what actually happened. Without that second part, a stable published ceiling would reveal little about whether producers, importers and downstream operators remained within the intended controls. The 2027 scheme sets the supply rules, while execution checks determine whether those rules governed actual trade and production.

Take-Out

A stable national quota can still accommodate changes among substances and producers. Its climate effect depends on the accounting rules and enforcement that keep those adjustments within the total.

Questions and answers

What readers should know

What changes in the national quota totals?
The adopted scheme keeps the 2027 controlled-use HFC quota totals at the same levels as 2026.
Why use carbon-dioxide equivalents?
The unit allows quantities of different HFCs to be compared on a climate-weighted basis rather than treating their physical mass as equivalent.
Are domestic supply and total production the same quota?
No. The scheme distinguishes controlled-use production, domestic-use production and imports.
Can a company change its substance mix?
Only under the scheme’s conditions, including no increase in total carbon-dioxide equivalence for cross-substance adjustments.
Does an application establish a granted quota?
No. The ministry reviews the application before issuing an allowance to a qualifying company.
