Singapore Puts a Three-Year Evidence Gate Before Coastal Scale-Up

PUB, Singapore’s National Water Agency, is moving five coastal-protection projects into real-environment testing with about S$14 million in funding. Starting in 2027, the Coastal Protection Living Lab will evaluate each measure for three years, generating site-specific evidence about performance, construction, inspection and maintenance before PUB decides whether to advance, adapt, limit or stop it.

Promising coastal-protection concepts can encounter conditions beyond the scope of controlled tests when they move toward capital works. PUB, Singapore’s National Water Agency, is addressing that gap through its Coastal Protection Living Lab. About S$14 million has been awarded to five projects for implementation at selected coastal locations from 2027. PUB will assess them over three years before deciding whether they belong in future protection works.

The program is not a smaller version of a seawall program. It creates a governed transition from promising concepts to options that can be considered for investment. The trials are intended to establish not only whether each measure works, but where it works and what operating conditions it requires.

Moving Coastal Concepts Into Real-World Conditions

The living lab moves the five measures beyond research and pilot settings into real coastal environments. This allows performance to be observed alongside coastal exposure, site constraints, construction requirements, operations and maintenance rather than inferred only from a controlled demonstration.

Implementation from 2027 marks the transition from project award to deployment. It is not a commitment to carry every measure into capital works. After evaluation, a project may advance, be adapted, be limited to suitable locations or be stopped.

Creating a Reliable Record at Each Site

Each project needs a site-specific test proposition that defines the measure, the relevant coastal conditions and the expected protective function before deployment. Its record should cover installation conditions, inspection requirements and any adaptations made during the trial.

These details can show whether performance reflects the original concept, the selected site or the way the measure was operated. They can also reveal whether construction access, inspection frequency or maintenance demand changes the viability of an otherwise credible design.

A bounded trial can therefore produce useful evidence even when a measure does not proceed. It may identify coastal conditions, operating burdens or design limits that make wider use unsuitable. The evaluation should distinguish a technical limit from a poor match between a measure and its site, and from an operating burden that could be addressed through design or maintenance practices.

Applying a Common Decision Framework

PUB can compare evidence across all five projects without treating different coastlines or design functions as equivalent. Findings need to remain specific to each project and location while supporting a common framework for advancement, adaptation or stopping.

Recording the reason for each decision can help future designers avoid transferring a measure beyond the conditions demonstrated during its trial. Responsibility therefore extends beyond observing technical performance: the project record must also explain how site selection, installation, operation and maintenance affected the result.

Waiting for Evidence Before Investment

The three-year assessment period gives PUB time to examine more than initial installation. It can observe performance under changing coastal conditions, determine what inspection and maintenance each measure requires, and assess whether that operating burden remains proportionate to the protection offered. The decision gate comes after this record is available, not when implementation begins.

This approach separates a positive research result from infrastructure readiness. A concept may be technically credible yet difficult to construct, monitor or maintain at a particular site. Testing in real environments exposes those practical constraints while adaptation remains possible.

Using Trial Findings to Reduce Coastal Investment Risk

No trial results are yet presented. The expected value lies in enabling future coastal-protection works to draw on observed results across the five projects rather than relying only on design promise. Relevant evidence will include whether and where a measure worked, the maintenance it demanded and the coastal conditions that shaped its performance.

PUB’s eventual capital decision is therefore conditional: whether each measure is suitable for wider use and, if so, under which site conditions. The Coastal Protection Living Lab will matter to the extent that its three-year trial record narrows later design and investment risk.
