Serbia's three-city green-infrastructure challenge separates projects ready for immediate co-financing from promising ideas that first need technical support. That distinction may improve delivery by treating project preparation as part of nature-based investment.

Serbia has opened a challenge call for urban green infrastructure in Belgrade, Novi Sad and Zrenjanin. Eligible proposals can include green walking and cycling corridors, restored riverbanks, renewed parks, urban forests, green roofs, pocket parks and biodiversity monitoring. The distinctive feature is not the list of possible interventions. It is the decision to give projects two different routes through selection.

One category is for implementation-ready proposals that can move directly into delivery. The other is for promising projects that need technical assistance and mentoring before a co-financing decision. Selected projects can receive between US$40,000 and US$300,000, depending on scope and complexity. Ready projects are expected to start on 1 October, while supported development of less mature proposals runs through the end of December.

This distinction addresses a familiar weakness in nature-based investment. Calls often compare a mature project with permits, costings and maintenance arrangements against an imaginative concept with strong ecological potential but limited preparation. A single ranking can favour polished paperwork over future value or, in the opposite direction, fund attractive concepts that cannot yet be built. Separate pathways make readiness visible.

The model also widens the delivery field. Cities and municipalities can apply, but so can public utilities, protected-area managers, private companies, civil-society organizations, universities and research institutions. Consortium applications are permitted. That matters because an urban-nature intervention usually crosses professional boundaries. A riverbank project may require drainage knowledge, habitat design, land authority, public access planning and long-term maintenance.

Broad eligibility creates its own coordination risk. A consortium is useful only if roles are explicit. The organization that designs a green corridor may not own the land or maintain vegetation after grant funding ends. A university may provide monitoring but not construction management. Utilities may control underground assets that constrain planting. Readiness assessment should therefore test decision rights and operating responsibilities, not just technical design.

The range of eligible interventions also requires outcome-specific evidence. A green roof should not be scored on the same immediate indicators as riverbank restoration. Urban forests need survival and canopy measures; heat interventions require temperature and exposure data; habitat corridors need evidence of connectivity; stormwater projects need rainfall and flow performance. The challenge can remain one program while recognizing that nature-based solutions do different jobs.

The three-city structure offers an opportunity for learning. Belgrade, Novi Sad and Zrenjanin have different urban forms, environmental pressures and institutional capacities. If project data are recorded consistently, the program can show which preparation gaps recur across cities and which designs transfer poorly. That evidence is more useful than assuming that a successful pocket park or green corridor can simply be copied.

The call is part of the Green Cities Transformation project, implemented by Serbia’s Ministry of Environmental Protection with UNDP support and Global Environment Facility finance. This institutional arrangement combines national policy authority, program support and external funding. The long-term question is whether project selection strengthens municipal budgets and maintenance systems or leaves cities dependent on repeated challenge rounds.

The two-lane design is therefore a practical experiment in project development. Immediate co-financing can produce visible delivery, while mentoring can increase the future supply of credible projects. Success should be judged through both streams: completed interventions that perform as intended, and supported concepts that become investable without losing their ecological purpose.

Urban nature programs often speak about scale before they have built a pipeline. Serbia’s call starts one step earlier by acknowledging that project maturity varies. If the evaluation makes readiness criteria transparent and the mentoring closes identifiable gaps, the program could demonstrate how a city moves from scattered green ideas to a repeatable delivery capability.
