Singapore Puts a Three-Year Evidence Gate Before Coastal Scale-Up

PUB has awarded about S$14 million to five coastal-protection Living Lab projects for implementation from 2027. Three years of testing in real coastal environments will determine whether, where and under what operating conditions the measures should advance into future works.

At the interface between laboratory evidence and coastal capital works, promising concepts often encounter conditions that a controlled test did not reproduce. PUB, Singapore’s National Water Agency, is addressing that gap through a Coastal Protection Living Lab: about S$14 million for five projects that will move into selected coastal locations from 2027. Each will be assessed over three years before PUB determines whether it belongs in future protection works. The programme is therefore not a small version of a seawall programme; it is a governed passage from concept to investable option.

What It Is

The Living Lab portfolio contains five coastal-protection projects financed with about S$14 million. Its defining feature is place: the measures will leave research and pilot settings for real coastal environments. That changes the evidence available to PUB because performance can be observed alongside site constraints, exposure, operations and maintenance rather than inferred from a controlled demonstration alone at programme outset.

Implementation is scheduled from 2027, giving PUB a clear transition point between award and deployment. The retained evidence does not say that all five measures will proceed to capital works. Instead, the programme preserves the possibility that a project may be adapted, limited to suitable sites or stopped after evaluation. That option value is central to the case. A bounded test can create useful evidence even when a measure is not advanced, because it identifies the coastal conditions, operating burdens or design limits that made wider use unsuitable. As the responsible institution, PUB, Singapore’s National Water Agency, must preserve those findings by project and site so that a later capital choice can be traced to the trial record. The retained record should distinguish a technical limit from a site mismatch and from an operating burden that could be changed through design or maintenance practice.

Each project needs a site-specific test proposition. The measure, coastal condition and expected protective function must be defined before deployment so that observed performance can be attributed carefully. A common programme can then compare evidence across five projects without pretending that different coastlines or design functions are equivalent. The record should retain installation conditions, inspection requirements and any adaptation made during the trial. Those details determine whether later performance belongs to the original concept, the site, or the way the measure was operated. They can also reveal whether construction access, inspection frequency or maintenance demand changes the viability of an otherwise credible design. Comparison should preserve those differences while using a common decision record for advancement, adaptation or stopping. Recording the reason for each disposition will help future designers avoid transferring a measure beyond the conditions demonstrated by its trial.

The three-year assessment period creates room to observe more than initial installation. PUB can examine how a measure performs under changing coastal conditions, what inspection and maintenance it requires, and whether its operating burden remains proportionate to the protection it offers. The decision gate comes after that record is available, not when construction begins.

The model separates a research result from infrastructure readiness. A concept may be technically credible yet difficult to construct, monitor or maintain at a particular site. Real-environment testing exposes those practical conditions while adaptation remains possible.

Future works can draw on an observed record across the projects rather than relying only on design promise. The decision-maker takeaway is to retain what worked, where it worked and what maintenance it demanded, making suitability conditional on the coastal setting.

For PUB, the capital decision is whether each tested measure is suitable for wider use and under which site conditions. The Living Lab matters when its trial record narrows later design and investment risk.
