Singapore’s Data-Center Infrastructure Plan

The Urban Redevelopment Authority updated its green and digital future economy planning material on June 4, 2026. As a municipal plan, Master Plan 2025 coordinates urban land and infrastructure choices. The plan connects land for data centers with shared underground fiber and telecommunications infrastructure, submarine-cable landing points and greener operations. The components are presented as parts of one growth system rather than as separate projects.

Those relationships shape delivery. Data centers need suitable sites and reliable network connections. Shared underground infrastructure can support communications links, while submarine-cable landing points connect Singapore with international data flows. Planning each element independently could create capacity in one part of the system without the connections required to use it effectively.

Connecting Digital Growth With Urban Efficiency

Operating efficiency is part of the same infrastructure question. The authority cites an example in which raising operating temperatures from 23 to 25 degrees Celsius reduced cooling energy use by 7 percent. That result is specific to the cited operation, but it demonstrates how technical settings can affect the resource demand created by digital infrastructure.

Singapore’s planning test is therefore twofold: provide the physical and network capacity required for a digital economy while reducing the environmental burden of operating it. The Urban Redevelopment Authority can coordinate land-use choices, but infrastructure providers and data-center operators must deliver the connections and efficiency measures. Growth will be credible when these responsibilities produce usable capacity without separating digital expansion from urban resource constraints.
