Croatia’s Shared Services Center is more than a government hosting project. A statutory framework generally requires defined public bodies to use common state information infrastructure, while the operating platform already supports more than 1,080 users, almost 6,000 virtual servers and more than 8 petabytes of data. The Shared Services Center Has a Statutory Role
The Shared Services Center provides common infrastructure, platform and software services for Croatian public bodies. The National Information Infrastructure Act defines shared services as an organizational and business model, placing the center inside the architecture of public administration rather than presenting it as an optional commercial-style cloud service. A common statutory platform also reduces the need for each covered institution to recreate the same hosting capability, while concentrating responsibility for the shared service in a governed operating model.
The institutional arrangement combines a designated operator with a defined user base. Croatia’s Ministry of Justice, Public Administration and Digital Transformation is responsible for the platform’s operating account. Central-government bodies and specified state-founded institutions are generally required to use state information infrastructure and the center’s hosting services within the statutory framework.
Scale Makes Resilience an Operating Requirement
The ministry reports more than 1,080 users, almost 6,000 virtual servers and more than 8 petabytes of stored data. These numbers describe an operating platform at material scale. Consolidation gives institutions a common technical base and places monitoring, support and infrastructure management inside one shared environment. The scale also means that operating standards applied once at platform level can affect many public workloads, making common controls and support part of service delivery rather than back-office convenience.
That concentration makes continuity an operational requirement, not merely a technical preference. The center operates across two geographically separate high-availability data centers with continuous monitoring and support. Separation reduces dependence on one physical site, while continuous oversight supports detection and response when service problems emerge.
Croatia Is Extending the Platform Into Shared Data Services
Croatia is continuing work on a national data platform, secure data exchange between public authorities and infrastructure for artificial-intelligence applications in public administration. These initiatives remain under development. They show how a common computing layer can become the foundation for services that depend on interoperable data and shared technical capacity. Secure exchange depends on institutions using compatible infrastructure and on the center sustaining the shared environment through which data services operate. The legal mandate can align participation, but technical interoperability still has to work in practice.
Expansion changes the performance test. Server counts and stored data describe scale, but public bodies need reliable access and secure exchange as more functions depend on the platform. The operator must ensure that consolidation improves continuity instead of creating a common point of operational weakness. The two-site resilience arrangement and continuous support therefore become more consequential as data exchange and artificial-intelligence workloads are added. Each new shared function increases the cost of interruption across the participating administration.
Croatia now has a statutory mandate, an operating center and resilience arrangements spanning two locations. The next stage is to extend shared data and computing services without weakening availability. The value of the model will be visible in dependable public services, not infrastructure concentration by itself.
